A buyer recently purchased some beats from me and when I checked my paypal balance, it says that the payment is under review and I should not send the beats yet. I called paypal and they said I would have to wait 24 hours because the buyer is not registered yet even though they already received my beats.

This system should be set up to automatically safeguard against that if possible since the buyer already received the beats automatically and I still have to wait 24 hours to withdraw my funds.

Email delivery of beats should also be withheld until the payment clears on both ends. If this turns out to be a fraudulent payment, even when I file a complaint, I still come out on the loosing end of the stick since the buyer already has my product.

Sorry that you're having problems with PayPal but the problem is that when payments are made, our systems are only notified that a payment has been made. We don't receive any messages to see if it is a fraudulent order or if the payment is under review. This information is account specific and would be a breach of confidentiality for them to disclose that to our systems. So there is no way for us to withhold order confirmations.

Does paypal not even offer a solution for a fraudulant order? Surely they have something in place to ensure that this type of thing doesn't happen don't they?
